closedSANParks GIS download returns empty files

Description
The files are intact on the server and can be downloaded manally using the metacat?action=read urls, but the special skin for downloading them does not work.
Looks at the "client view helper" code I can see that it is improperly constructing value=key pairs when calling the Metacat servlet. This has been in the code for years, so I'm not sure how it was ever working!
