Description

Digir source has not been working and this results in 'hung' data searches. Even when working, Digir greatly increases search time. I suggest that the source NOT be enabled in the default Kepler configuration. [User can then enable it as desired.]

In lib/config.xml file, new elements - selected are added to both service and document type. Kepler can read this setting to determin if the data quick search will include service or document type or not. So if we want to disable "digir", just set the "selected" element in false for both digir service and its document type.
