Description
Actor-library folders can currently be dragged to the canvas, although when they
are released there, a popup error message with stacktrace is shown.
The folders (ie any non-leaf nodes) should be changed so they do not respond to
drag-gestures.

Fixed this in the PTII/ptolemy/vergil/tree/PTree.java Users can no longer drag
folders.
