Description
During use in the BEAM/ENM meeting, two users reported not being able to
resize the left pane where the data and actor tabs are. One showed me that he
couldn't resize the pane. And another reported that he couldn't resize the
pane until he maximized the window. I have been unable to recreate this issue.

I too have experienced this. It seems to be related to the minimum size that is
set for the right pane. I'm not sure how this minimum ize is calculated, but it
seems to not be fixed. I've found that, when I can't slide the split pane
divider, I can make the window wider, which eventually allows be to slide the
split pane divider, but only to a limit.

Changed the split pane so that you can infinitely make the library pane larger.
it also now has the quick move buttons so you can get rid of one of the panes
if you don't want to see it.

I'm reopening this bug. I apparently only fixed it for vergil windows with
nothing on the canvas...I'll keep looking into it.
